The recommendation is that everything in the /data directory is backed up. If you use the built-in feature in admin.pl (which you really should do), you don't need to think about which files are most important.

FYI, the most critical file, i.e. the file containing all the info about registered sites, is sites.db in respective ring directory. But we strongly advise against limiting the backup taking to certain files.
