Answer
·  Is there any negative effect to removing the target="Ringlink" in the program's code?

The basic answer is no, the program will not be affected if you take out the target="Ringlink". The target="Ringlink" simply forces a new window to open named "Ringlink." From then on, any link which also includes target="Ringlink" will open in that same window.

However, there is a reason why the author did it this way. It's important that the new member studies the info on the success page carefully. The links that include target="Ringlink" lead to additional info that can be relevant, and he thought it was a good idea that the success page remained in the browser until the new member actively chooses to leave it.

It's necessary to make Ringlink generate well-formed XML documents. See http://www.w3.org/TR/2000/WD-xml-2e-20000814#NT-EmptyElemTag

The / does not affect the Ringlink program or 'normal' HTML documents in any way.
