when new sites are submitted to a ring, the Ringmaster does not seem

Did you possibly submit them from admin.pl or ringadmin.pl? The
ringmaster shall be notified when a new site is submitted from
newsite.pl, but not when it is submitted from admin.pl or ringadmin.pl.
