"nonfunctional" links on inactive sites

We've found that when a site is inactive the Join and Random links generate
a "this site is inactive" message, but the List rink copes with the site
being inactive - with a message that it's inactive, but also displaying the
list from a random point.


It seems like Join should work as it normally does, and so should Random,
even though the site is inactive   Is there a reason that they don't?
