I think what you are suggesting sounds ok. But, I think I would want to
try it out and walk through the process once myself from the applicant's
point of view.

Jeff and Tom, after having given this some thought, and since you prefer
 that the applicants don't get the code before you have approved the
content of their sites, I would suggest that you don't display any link
to newsite.pl, and follow these steps:

1) The applicant emails an inquiry, asking you to let him/her know
    whether the site qualifies.

2) You confirm in a message that includes the link to newsite.pl.

3) Submission through the form.

Or a variant: A link to newsite.pl is included at the ring homepage, and
 step 1 - 2 is just an *option* for the applicants to have their sites
pre-validated.

How about that?
