Well, as I said, you should get a copy. A theory would be that you use
sendmail for email notifications, while your web host has configured
sendmail to not send bcc copies.
---> Let me try to better explain, I tried this to see how it worked.
I used an email address for the sites's registration, that is different than
the ringmasters email address, so I could see both emails being sent by the
program.
When I submit a site, the program sends the ringmaster an email telling me the
site was submitted. It also sends the person who submitted the site an email
too. This is the normal way a person would submit a site( I don't use the
delete button )
If I submit a site, then delete the site, (with the delete site button),
within a few minutes, the program sends an email to the site's email address
and the only email that is sent is one to tell the ringmaster that "the site
was deleted".
Does this help you to understand what's happening ?

I'm now using a form to mail, for the new sites to fill out. ... I
then check the sites submitted to see if they are real ones and if
can belong to my ring. I then add the info to the ring system myself
and then program sents them an email with info to join the ring.

Why don't you let them add the info to the the ring system themselves?
The only info you need to be able to check a site is the URL. When you
are satisfied, you could just send them a message with the URL to
newsite.pl.
---> By using the form mail, the person submitting the info, does not get my
email address to spam me and I can check their site.
After some thought and a lot more work on my part, I agree with you, that I
check thier site I can just send the link to the newsite.pl, so they can add
their info themselves, saving me more work, then the program can send them
everything as it should.
