If I submit a site, then delete the site, (with the delete site
button), within a few minutes, the program sends an email to the
site's email address and the only email that is sent is one to tell
the ringmaster that "the site was deleted".
I don't agree. The initial message should be sent both to the submitter
and the ringmaster, whether the site is instantly deleted or not.

No.
After some thought and a lot more work on my part, I agree with you,
that I check thier site I can just send the link to the newsite.pl,
so they can add their info themselves, saving me more work, then the
program can send them everything as it should.
Okay, then we are thinking alike in this respect.
