Not sure what you mean by "running it from the browser". I tried
opening it with my browser - and the file opened... But nothing
happened in the mo directory. (I've actually never done this part
myself - you did it for me once, and my webhost did it the last time.)
I asked him how he did it that time, and he said "I ran it from the
browser!!" ;-)

No, I don't think so. Have never used that button myself, but I think
it's intended for files that are executable in the Windows
world, such
as .exe files.
langinstall.pl is intended to be run as a CGI script, i.e. via the
browser. (Actually, it can also be executed from the command
line if you
have shell access.)
I've set the permissions on the CGI files to 755,and the data
directory
& mo directory to 777.
Should be okay. Give it a try with the browser.
