Well, that gave me a forbidden error - "You don't have permission to
access... on this server".
I looked at the FAQ, and didn't see anything that applied. I'm not
getting an error message.
Can I just get the files from my other installation? Or do they have to
be directly installed for some reason?

Hmm.. You said that it just opened the file instead of
executing it. It
sounds to me as if the server is not configured to recognize
.pl files
as files that shall be executed.
Accordingly, my next suggestion is that you try to rename
langinstall.pl
to langinstall.cgi.
