in a MySQL database or in some other way.

Is it? I just downloaded it, but since the installation instructions
are written in French, I have not idea.
Maybe it is the PHP and not the MySQL database that makes this
easy, but then I do not know much about either...
I guess you are talking about a graphical interface (GUI) for setting
the configuration variables. That certainly *can* be done with Perl. I
don't know if it's easier to do it with PHP.

Don't think so. Modifying the code means modifying the code
irrespective of which programming language - or technique for storing
data - that is used.
Currently most Ringlink systems do not upgrade to the latest
version, because system managers have made extensive customizations
to more than just those possible in the html.pm files, and are
scared silly that if they upgrade they'll screw everything up, or
they have just simply forgotten what files it is that they had
customized previously........?
We know that many old Ringlink versions are in use, and extensive mods
is a possible explanation, but we don't know to which extent that is
the actual cause, do we?
